Description:
This is an extremely useful site for teachers of language arts and English.  Actually, anyone who has a question about grammar and usage will find this site valuable.  It covers every component of grammar by giving detailed definitions and many examples.  There are also interactive quizzes following the descriptions and examples.  In addition to all of the above goodies, there are links throughout the site connecting the different components of grammar and usage. 
Quality of Content:
The material presented is valid as well as educationally significant for teachers in the English field.  This site could be used at any level of English classes.  For beginners, there are straightforward definitions and simple examples.  For more advanced learners, there are higher level texts in which examples are given.  There is plenty of room for practice, and it is leveled as well.
Potential Effectiveness as a Teaching-Learning Tool:
This material could be used throughout the learning process.  For example, you could use it to define/explain paragraphing.  There is a Sentences PowerPoint that does just this.  Within this PowerPoint, there are examples of incorrect usage (the "problem").  As for practice, there are several interactive quizzes for students to take.  This site could be used as a class on a Smart Board or by individual learners on their own computers.  Students could even access it from home as a reference as they write.
Ease of Use:
Because of the nice organization of this site, it is very easy to use.  The information can be in three different ways:  1. There is an index. 2. The material is divided into categories on which you can click for a listing of related items.  3. There are links within the categories to items in other categories.  The links are bold words so you can choose whether you need more information about that word or not.
